Error on Active X Control security KB 816702 solution doesnt work

When loading any macro media Flash site or when
downloading Macro media an error message says:

"Your current security settings prohibit running active x
controls on this page. As a result, the page may not
display correctly."

MS Knowledge Base article 816702 gives a solution but the
solution doesn't work. Any ideas?

Try this fix.

Err Msg: This Page Provides Potentially Unsafe Information to an ActiveX
Control
When you start your computer the first time after you install Internet
Explorer, you may receive the following error message:
This page provides potentially unsafe information to an ActiveX control.
Your current security settings prohibit running controls in this manner. As
a result, this page may not display correctly
