Does the machine has a DSL connection?
The mentioned problem could be due to a startup named
TGCMD. The file, tgcmd.exe, is installed by either ISP
software or any other software.
(This file has been described as a spyware in some cases
used to track online habits.)
It also provides support and is bundled by ISP software .
The best thing to do is uncheck the item
