error message

I'm getting the following error message from my Outlook
Express 6:

The connection to the server has failed.
Account: 'mailchickcandle.com',
Server: 'mail.chickcandle.com', Protocol: SMTP, Port: 25,
Secure(SSL): No, Socket Error: 10061, Error Number:
0x800CCC0E

Since it's the SMTP server, it's only doing it when trying
to send outgoing mail. The incoming mail is fine. Can
anyone tell me the cause of this problem? Do I need to
contact my hosting provider?
