OE could not be started because another instance of it is
still running on your computer. Please log off Windows,
and then restart OE. If the problem persists, save your
work, and then restart your computer.
Is this the only option or is there a fix?
 
Do you have many instances of OE running?
Check this out this is a McAfee problem.

OLEXP: Multiple Instances of Outlook Express 5.5 After You Quit the Program
When you quit Outlook Express, multiple instances of the program may still
be running. You may also receive error messages when you try to quit Outlook
Express.
