Error message

Actually I have two problems one is when I start up I
can't get my taskbar to come up I have to keep shutting
down my machine four or five times and it usually takes a
few minutes for it to finally come up. How can I solve
this.

Second problem is I keep getting an error message from
WJview that says the module bxxs5.dll failed to
initialize what the heck is it and how do I fix it?
