I have been getting these error messages that say:
CODEBASE ERROR
Error#: -200
Error#: 83805
File is not a Data File
database corruption detected
C:\WINDOWS\SYSTEM32\NCDLF\SIONS.DBF
C:\WINDOWS\SYSTEM32\NCDLF\SIONS.DBF

then I press ok and another message comes up:
DB is in use. Error 10002a

I have no idea what to do. Please help.

Well, I Googled for "NCDLF" and for "SIONS.DBF" and didn't get anything.
Here are some questions to narrow down the troubleshooting:

1. When do you get these error messages?
2. What application(s) are you running?
3. What antivirus do you have in place - name, version, and whether the
subscription is current - and have you scanned?
4. Have you done any scanning for non-viral malware? If so, with what
programs?

Any details you can provide will help people help you.

These messages come up when I try to send messages on msn, and when I recieve
them. They usually prevent me from receiving messages. But the error
messages also come up when I'm not on msn. I have used Norton Anti-Virus
2005, SpyBot, and Microsoft Anti-Spaywar Beta. I have done full system scans
with all of them.

It would seem that something is running in the background and
unfortunately, only you can determine what that is because we can't see
your computer. Do some clean-boot troubleshooting:

and How to Troubleshoot By Using the Msconfig Utility in Windows XP -

In addition, when you get the error message use Task Manager to see what
is running.

Logan, I think I might have found a clue. . .

http://www.netnanny.com/p/page?sb=techfaq and search on "codebase"
(sorry, I couldn't find a way of getting to the page directly).

This page talks about a problem identical to yours except that the file
referenced is STMLGS.DBF instead of SIONS.DBF.

Did you ever use a "chat monitor"?
