Error Message within E-mail - Outlook 2003

When I receive an e-mail that directs me to another site by clicking on that
address that's underlined, I get the following error message:
" This operation has been canceled due to restrictions on this computer.
Please
contact your system administrator."
When I forward the same e-mail to my Yahoo account, it works fine.
