Error message when opening files

We have a user that receives a error anytime she tries
open a .mdb file in Access 2000:

cannot open microsoft jet engine workgroup file

What gives?
 
Run the file WrkgAdm.exe on her computer to find out which MDW file her
Access installation is supposed to use. Make sure the MDW file exists.
 
I checked and the .MDW file exists.
