error message when loading a program

receive the following error message in 2000 pro when loading program " the
file c\WINNT\system32\MSVRT.dll could not be opened. Check that your dist is
not full and that you have access to the destination directory. Access is
denied
 
Sounds like the drive permissions may have been altered.
