Error message :"Setup can not run in safe mode computer will restart"

I was installing Windows XP Pro from a CD, I was
upgrading from Windows XP Home. The reason I was
reinstalling was that I was having problems, so I started
the install in Safe Mode. Now I am stuck in a loop where
I get the message "Setup can not run in safe mode
computer will restart" then when I restart it restarts in
Safe Mode. I have pressed f8 and gotten into the menu,
then tried to select many of the different options. All
of them take me back to safe mode and the same message.
Anyone have any suggestions. I have tried searching this
forum, but I haven't seen anything so far about my
particular problem.

I am willing to do anything including reformatting the
hard drive, if someone can point me to instructions on
how to do it without an OS installed. I'm in a computer
lab at Penn State now, so I'll just keep looking around
and checking back.

Jeff,
If you don't mind losing anything currently installed you
can boot from your install cd and re-format the existing
partition during the install sequence.
If you need help doing that let me know.

If you can get into safe mode with Networking or copy your stuff to
CD/Floppy - do this first.. Then..

Perform a clean installation...
