error message 0x80042108

In Outlook 2003, I can have two email accounts - both can send mail, but will
not receive mail. I get the error message:
task"... mail - receiving" reported error (0x80042108): 'Outlook is
unable to connect to your incoming (POP3) email server....

I just started using outlook '03, imported my email settings from outlook
express.

Something in the POP server settings aren't correct or something is
