error in network properties

KB-824923: "An Unexpected Error Occurred" Error Message
When You Open the Properties of a Network Connection.
In the above article which i referred to as i am not
been able to view the properties of my network connection
i.e
1.click My network places 2.clicked on my network
connections 3. Right clicked on the connection and go to
properties and clicked it. After this i get the above
error.
tried following the above solution in Knowledge basebut
after step2 the Regsvr32 dialog box doesn't open.
Now any ideas to help me out and resolve my issue.

Try opening a command prompt and typing the regsvr32 command from the KB.
Do you see an error there?
