Error in FrontPage

I'm getting the following error when trying to open my web pages. "System
Execution: Access violation" And it won't let me open the pages I've created
and saved. What does this mean and how do I fix?

If it is in a server hosted online web in FP have your host run a Health check / repair on the FP SE on the site

No I'm just creating it. It happens as soon as I try and add navigation bars
to my site.

Are you creating it in a disc based or server based FP web?

fixed the problem by uninstalling Frontpage 2002 and reinstalling but not in
a Microsoft program file. Problem fixed!! Found the answer here.
