Error for delegating control in active directory

the following error appeared when delegating control for a
user within an OU:
"There are no endpoints available from the endpoint
mapper."
 
Typically a DNS configuration problem. Make sure that the machine
generating the error is pointed to a DNS that maintains the resource records
for the domain registered.
