Error deleting file or folder

I downloaded a file sharing program. When a file does
not completely download onto my computer, I cannot delete
it. I receive an error message stating: "cannot delete
(then the name of the file): It is being used by another
person or program. Close any programs that might be
using the file and try again." Even after I close ALL the
programs that are running, I am still unable to delete
these files, I receive the same message.
What can I do?

End task Explorer.exe shell and try deleting the file/folder

LEt's try this again. For some reason my answer did not
come through before.

Try doing a full shut-down and re-start, and then try to
delete the file.
 
hi, I did that already. It still doesn't delete the
incomplete files. What else can I try?
 
I did that, the Explorer.exe appears as a "process" in
the task manager and when I end it, everything on my
desktop except my wallpaper dissappears.
 
Do a quick search for a Resume Download icon for the file name in question.
If it exists, delete the icon and then try deleting the partial file again.
 
where do I do the search? I tried searching for "resume
download" under the "search" engine from the Start menu,
nothing was found.
 
Go to |START|RUN|and then type cmd in the box. This will
begin a DOS session. I hope the directions at tbe website
are clear from that point on because DOS is not really a
user friendly system.
 
Ok, read this entire post before you do anything.
Make sure you have Administrator Powers.
Search "My Computer" for the exact file name you are trying to delete. If
the search results in more than one example, chances are one of them is a
Resume Download icon. Delete this one first then Restart the machine. If the
search results in only one, the original file that will not delete, go ahead
and try the CMD line deletion as indicated in the previous post.

I'm guessing that you have limited space and need to delete this file. If
this is not the case you may want to leave it be until you have a well
formed understanding of what you are doing. Normally, you should never
attempt deleting a file from your machine that is protected by the system.
For better understanding, type "deleting protected files" into Google Groups
search engine and read the many posts relating.
