Error code when attempting to start Outlook 2003

I am unable to access Outlook 2003. I recieve error code 1311 Source File Not
Found- Verify that the file exists and that you can access it.
 
And what is that source file? It appears as if Outlook is trying to
complete some sort of installation, but cannot access one of the install
files.

There may be other solutions, depending on that missing source file.
 
It should be printed at the end of the message part "1311 Source File
Not Found: xxxxxxxx.cab". Is there nothing? If so, I would try a repair
install of Office 2003.
