Error code 550 on some replys & forwards

I just changed my ISP to att.com, I am getting the 550 error code on only
some-but not all emails that I reply to or forward to.
 
What instructions did you follow to set up your att.com account in Outlook,
and what version of Outlook are you using?
 
Using Outlook 2007 following the att tech instructions for POP and SMTP
server addresses and settings.
 
What's the exact text of the error code? (I've noticed that different
servers use different wording sometimes...) Also, does att.com require you
to authenticate to their outgoing server, and have you done so?

They do. They also use SSL-protected connections and ports 995 and 465 (POP
and SMTP, respectively).
