error: cannot rename ".etc.htm.tmp"

In Frontpage 2000, I am trying to publish my web and I get this error
message: error: cannot rename ".etc.htm.tmp". I have already deleted any tmp
files and refreshed Frontpage and now I don't know what to try.
 
You need to contact your web host and ask them to run a check on the extensions and/or check the
permissions for your account.

I have gotten that message before when I was exceeding my allocated space on
the web host server. Deleting some files on the web might help.
