Error: authoring against a web server

I've moved from Windows ME to XP. I get the following
error message when trying to change web content:

"An error occurred accessing your FrontPage web files,
Authors - if authoring against a web server, please
contact the webmaster for this server's site.
WebMasters - please see the server's system log for more
details."

I have read Microsoft Knowledge BAse Article 260159 which
identifies this error. However, my FP 2000 does not
offer these selections:
Start>Explore>Properties>Security (Security is not
shown); or, Start>Programs>Administrative Tools>Computer
Management>System Tools>Users and Groups.

What should I do?

How did you "move" your web??
If by burning it to a CD and then copying it, you need to remove the "Read only" attribute from all
of your web files.

Had saved web on external hard drive by publishing to
drive. Moved to new machine by publishing.

I have had great difficulty on several issues
transitioning to new machine.

I was able to make a change on a different copy of this
web on this machine. When I published, I believed the web
& content was added to the content on the host server.

I need a best way to get back to normal.

Thanks for responding - took me a day to figure out these
newsgroups.
