Error 70 when attempting to change password

I'm trying to create a utility to allow our librarians to
change student passwords. I have assigned them the "change
password" right for the student's OU, and the application
works perfectly when I run it as a domain admin, but when
a non-admin user runs the application, it returns Error
70 "Permission denied." I really don't want to give these
people more rights to the OU than to change the passwords--
what should I do?

Have you tried creating a MMC for the user to try? If so, is the user able
to change the password using the MMC.

I can't install the Win2k server admin snap-ins on an XP
machine, and I don't know how/where to find native XP
versions. Can you tell me how to do this?

I found the answer to my previous question posted earlier
today, and have installed the snap-in successfuly, and
yes, the user CAN change a password using the MMC but not
using the vb application.
