Error 678 when Server at Logon Screen

I installed RAS on my Win 2000 server with dial-up access.
I am getting a 678 error (the modem never picks up) but
only when the server is at the Logon screen. If you logon
to the local server, the dial-up works fine.

Any thoughts?

Did you configure RRAS or did you just create a single incoming connection?

Yes RRAS is configured, with one policy "Allow access if
dial-in permission is enabled". Not sure what you mean by
a "single incoming connection".
