Error 678 Dial Up\DSL Won't Connect To Remote Computer

All the suggested fixes aren't working to use Dial Up or Quest DSL with my
Windows XP SP2 computer.

Does anyone know what the exact fix is to reach a remote computer and
establish a connection? This is VERY frustrating! Thanks
 
My modem is a US Robotics and I've looked on their website for the newest
drivers...which I've downloaded. I'm getting the same behavior when trying
to install and setup Quest DSL using the onboard network port of my computer.

I thought I read somewhere that his behavior is related to Windows XP SP2
firewall problems...has anyone heard of this or a fix related to this?
