Error 3085 Format function Not defined in Sql expression Access 20

I purchased a new PC with Access 2007 installed on it and when I opened a
database created in Access 2002 I keep getting Error 3085 messages when I try
to open a query that contains the format function. This query worked fine in
Access 2002. How can I resolve this problem?

sample expression giving trouble: Format([SDates],"yyyy")

Also the Date function does not work.

Why does upgrading Access files have to be so difficult?
