Error 1933 when trying to install FP2000 to new computer

I'm trying to load FrontPage 2000 to my new computer so I can upgrade to
FP2003 but I keep getting error message 1933 "Windows Installer cannot run
one or more protected files". I am using Windows XP. Any way I can get
around this problem. I don't want to have to pay full price for new FP2003
software. Thanks for your help.

You don't have to install FP2000 in order to upgrade to FP2003, just start the FP2003 install and
when prompted for a qualifying product, insert the FP2000 CD, then change the dialog to look at the
CD drive.
