Error 1931 with olepro32.dll

I run a Dell 9150 with XP Pro through a Linksys wireless Router via Cisco 675
modem on a DSL internet connection. During the install of Cisco VPN Client
software I received "ERROR 1931 cannot update system file
C:\windows\system32\olepro32.dll because the file is protected by Windows.
You may need to update your OS for this program to work correctly." I clicked
OK anyway and the installation continued and indicated that it was installed
OK. Then when I attempted to run the client software, 442 error appeared. A
repeat of this process bypassing the router yielded the same negative result.
So it seems that the problem is not with the router itself. The internet
connection for email and IE both in both instances were fine. Can someone
advise me how to fix the olepro32.dll file so that the installation is error
free?

Mark, Thanks for your response, but I am logged on as the administrator (I'm
the only user).....any other suggestions?
