error 1325.Documenten is not a valid short file name

I keep getting this error whenever installing/ uninstalling any program using
the WIndows Installer. I'm using Windows XP Home with SP2 and the latest
version of the Installer.

I tried all the obvious steps, uninstall and regserver, looked in the
registry, nothing will help... does anyone know what to do?
