Error 10104 - Active Directory, RPC - Is Winsock hosed?

I have a Win2k domain controller that is experiencing error 10104.
The description of this error varies depending on which subsystem is
reporting it. For example, AD Users and Computers gives error 10104 -
The remote procedure call table is corrupt.

All my research so far points to a winsock problem. Here is my DCDIAG
report:

Any ideas on how to fix this?
 
I reinstalled TCP/IP per instructions on MS knowledge base article 299451
and all is, once again, ok.

Hope this helps someone with the same issue in the future.
