error 0x80042109 when sending mail under pop server profile

the Ms Outlook (version 2000 to 2003) return this error when I receive mail
under POP3 profile.

the Ms Outlook was setup with different profile;
1. Internal and corporate mail connected to local exchange server (SBS2003),
2. hotmail via http mail server (via ISA to hotmail server)
3. popISP via pop3 mail server (via ISA to ISP pop server)
all 3 profile working is fine except (3)popISP cannot send e-mail out via
outlook (express/office). Could it be ISA, outlook SMTP, or ISP SMTP settings
problem?

Are you properly authenticating to the outgoing server? What exactly are
you using for your outgoing SMTP on this account?

yes, i have set the username and password in this profile.
What exactly are you using for your outgoing SMTP on this account?
set to isp's smtp. FYI, if i connect this notebook to another network
(without ISA and exchange) with the same setting it work fine.
