I am trying to sell my computer and I wanted to wipe the hard drive.
My question is, Can you reload Windows XP from the disk Dell sends with a
new computer, Does it have everything I need ?

It depends on what options you got when you purchased the machine.

You'll have to ask Dell, because the answer varies from system to system.
Some systems ship with no disks at all (so if you wipe it, you need to buy a
new license), some with "restore" CDs, and some with bootable XP CDs that
will do the things install CDs should.

They will be able to tell you what you need to know. The Service Tag from
the back of your machine is probably one of the key pieces of information;
if you go to Dell.com and log in to support (create an account) and use that
tag, you'll get a list of what kind of media was included.
