erased wastebin

I accidentaly erased my wastebin, what can i do to restore that, or to
create a new wastebin?

You mean Recycle bin

Go Control Panel -> Apperiance and Personalization -> Personalization ->
Change desktop icon

Martin has told you how to get the Recycle Bin back. Here's how to
remove that stupid Delete option:
