entry point not found

Help...Winlogon.exe Entry point not found...missing SHLWAPI.DLL

Windows will not start at all what to do?

Try rebooting in Safe Mode Command Prompt.
Then:

CD C:\Windows\system32
DIR shlwapi.dll

If present, enter: regsvr32 /s shlwapi.dll

Then reboot.
