Entry Point Not Found error

Errors ruddll32.exe - Entry Point Not Found and
rstrui.exe - Entry Point Not Found (both of which
say "RemoteAssistancePrepareSystemRestore could not be
located in the dynamic link library WINSTA.dll"), after
repair re-loading Windows XP following a major hardware
upgrade (i.e., MB, Mem, CPU, HDD, Video Card). Unable to
open the System Restore wizard or turn the restore
function on in the System's panel (in fact, that pane
does not show up). Do I need to "repair load" Windows
again?
