Entire IE window flashes

When I start up an IE session, the entire window -- and the
tool bar icon -- flashes. I literally have to try to
"catch" it with a right mouse click on the tool bar so that
I can close it.

I've tried uninstalling and reinstalling 6.0 but that
didn't do anything. Still flashing.

I'm on a Compaq Armada7800 with Windows 98, 192 Mg of RAM
(60% free), over 5 gig harddrive (mostly free). Netscape
works just fine (actually, all I care about is installing
McAfee but that requires IE).

The first thing to do is to scan your system for the possibility of
unknown\unwanted spyware or parasites that may be causing your problem(s).
