Enterprise Licensing is seriously fouled up.

I work for the government. We have an enterprise license. Every time we try
to register the license, we're told it's in use and we have to call Microsft
to get the computers registered. Is this a feature? Do I need to make
arrangements to hire people specifically to call Microsoft to register our
over 7000 computers? Or do we need to rethink upgrading to Vista until later
in the future when it's more solid?

Governments use IT specialists for support so try thinking up a more
believable job for yourself before pronouncing your idiocy online.

Here is a message for all of the people like you.
You don't like Vista, we get it and we don't care about your opinions of the
operating system. We are here to provide and receive support for Vista so we
don't need people like you here wasting time by ranting on about how you
can't get vista to work when it clearly does for the majority of users. So
grow up, unsubscribe from this newsgroup and find something better to do
with your time that doesn't make you look like a complete moron.

Which government? One that make you maintain your own computer?

Go away.

Yoy need to read the following and become educatated. Using the
phrase "Every time we try to register the license...." indicates a
fundamental lack of understanding. The correct term is "activation".

This only occurs for enterprise licensing to the U.S. Government. Other
enterprises are not so burdened. You can thank your collegues over at
Justice.
