Enterprise Admin cannot install software via terminal server

Guys,

The user belongs to many groups. He tried to install an application
using terminal server but did not have the rights to it.

I then added him to Enterprise Admin & Domain admin membership, still
he is unable to install the software.


Could it be a problem/conflict with one of the groups he belongs to?

If it is a terminal server is he installing from the console and using the
Add/Remove software from control panel -or- from a command prompt keyed in

change user /install

The server needs to be put into an install mode before installing software.
The user registry hive needs to be setup so when users logon this is updated
properly.
