Enter 1 in a cell, excel change to 0.001, WHY?

In the excel spread sheet.
when ever I enter any number it gets divided by 1000 on its own.
say if i enter 1 excel convert it to 0.001
i tried format cell option but could not correct it,
does any one know WHY?
 
Try this:

Tools>Options>Edit tab
Uncheck: Fixed Decimal Places.
(it's probably set for 3)
