You can control polci applicance by permissions on the GPO object. A
user (or his group) must have "read" and "apply group policr right"
for the policy to apply.
On the client side (XP) you can run gpupdate /force to refresh group
policy settings.
Also remember that XP clients allpies group policies somewhate
differnently than windows 2000 which means that in same rare scenarios
you need to log in a couple of times or reboor a couple of times
before the policy is activated (this behavior is of course
configurrable)
