Enabling Flag (Windows) Key

I need to re-enable the Flag key. This is the key used in conjunction with
the keyboard for shortcuts, like Flag-E for opening Windows Explorer or
Flag-R for getting a Run prompt. This is being disabled through a registry
modification, but the person that did the modification is on vacation and no
one else knows what key was modified.

Any help is appreciated.
