Enabling Compatability Modes with SP4

I've tried the advice here for SP2&3 and neither have
worked...

Is there anyway to enable compatability modes in SP4?

I just ran the following command line and I see the Compatibility tab for a
shortcut:

regsvr32 %systemroot%\apppatch\slayerui.dll
