Enable wizards in Access 2003

I can't get any wizards to appear that are listed as default installed. I
have Windows Update (SP2) and sandbox mode on. I don' get any warning, but
nothing happens when I try to bring a wizard up. Read an earlier posting for
Access 2000 mentioning adding an acwztool.mde file, but I don't know if
Access 2003 should have this file or not. I have the Acwzlib.dll and
Accwiz.dll files that were also mentioned. I'm hesitating to add the acwztool
file until I know that it belongs in the register.

I got the wizards working. Reinstalled office and used an advanced option to
check off typical wizards.
