Enable Safe Removal of Hardware...No Icon on Desktop

I am using Windows 2000 SP4 and cannot disconnect antything without getting
the message that I have disconnected unsafely. I don't have an icon on my
desktop as I do on my XP Pro Laptop.

Does anyone know how to enable the Safe Removal of Hardware Icon in Windows
2000?

It would be in your system tray, not on your desktop.
