Enable Control Panel Applet

I Have 2 Questions
1: I Have Someway Locked Myself Out Of The Display
Properties On My Computer When I Right Click On The
Desktop And Go To Properties I Get The Following
Message "Your System Administrator Has Disabled The
Control Panel" I Am The Sys. Adm. And I Don't Know How
This Happened I Have Gone Into Sys. Adm. And I can't Find
Anything About Disable or Enable Anything Having To Do
With The Control Panel Everything In The Rest Of The
Control Panel Works Just Fine I Sure Would Appreciate
Someone telling Me How Two Resolve This Problem.
2: How do You Delete Old Icons Still In The Start Menu
Under Customize Where You Set Which Icons To Display In
The System Tray.

Try going to "Gpedit.msc" under user configuration, admin templates, Control panel, desktop. Chg settings to "not configured".
