Empty regional options country list

I have a problem with my regional settings. When I go to Regional Options
tab of the Regional and Language Options in Control Panel the country drop
down list is empty. Any suggestions will be appreciated.
 
Try a system file check.
Start>Run>type SFC /SCANNOW (spece between C and /) and press OK.
SFC=System File Check which will scan your XP system for missing or
corrupt files and replace them. Have your XP CD handy for it may ask for it.
 
Unfortunately it didn't work. Any other suggestions.
Is there a way to reset regional settings to the defaults?
