*.eml file opened in Outlook Express have characters replaced by =

Message from webmail is saved in *.eml format, when opened in Outlook Express
it results in some of the characters being replaced by the character =
Even when International Read Settings are set to NOT use default encoding
for all incoming messages. Has anyone experienced this and have been able to
resolve this problem. Thanks.
 
This is a question better asked in an Outlook Express group, as it has
nothing to do with Microsoft Office Outlook.
