Embedding objects that can be used while file is protected

I'm looking to have embedded documents (.doc or other office files) that can
be opened by the user, but I'd like to protect the page as well.
When I use a .doc and protect it, I can't open the embedded file.
I tried also saving the file as a Single File Web Page, which is the ideal
format because the end-user can't touch anything of the document, except I
would like have exceptions for embedded documents.
I thought maybe I could create a control that would open the document but so
far no luck there. Any advise would be very helpful. Thank you.
