Embedded links in some emails

I cannot use links is some emails in Outlook 2003. A window pops up asking
me to turn on links. How can I avoid this ?? I tried Tools, Internet
Opetions, Programs, there is no reset button for IE

Actions-->Junk E-mail-->Junk E-mail Options

Uncheck "Don't turn on links in messages" at the bottom of the Options tab.

unchecked as suggested. Seems to work. Don't understand why some emails links
worked and some didn't.
