Embedded Images in .Oft Files

In the past, we've created marketing fliers by laying out a rough
design in html, adding it to the "Stationary" folder, then opening it
in Outlook 2003 and saving it as an .oft file.

This allowed our administrative assistants to open the .oft, insert an
image into the body of the message ("Insert" menu, Picture"), and edit
a default hyperlink (through the hyperlink properties) to point to an
page on our website. Then they send the email to a number of
recipients. As far I know that process worked fine for a number of
months.

Lately, we've had problems. Images that were insert into the body of
the email (embedded) arrive as attachments. Could this be related to
Office SP2? Does any of this sound familiar? Is there a better way to
embed images into an email?
