Embedded Email Links no longer open in IE

I use Outlook 2000 for my email. When I click on an embedded link in an
email , a blank IE window opens, but it goes nowhere after that. This is new
misbehavior. What has happened? How can I fix it?

In Intenet Explorer, got to Tools>Internet Options>Programs and click Reset
Web settings. If you don't want your homepage reset, uncheck that option and
then click Yes. Thanks to Brian and I should have tried to research it
better than I did before posting.
