Embed webpage email?

Can a webpage be embedded into a group email so that those not having the
right setup (to view html email) will see the webpage anyway?

If not, is that why all the website emails have the clause at the top, "if
you cannot see the graphics below, please click here to view in another
window"?

No, Windows Mail doesn't have a tool to strip graphics.
The websites that offer a non-graphical version of a page had to
have a developer create a separate text-only page.
