emails send repeatedly - over and over - stay in Outbox

This has been posted before not only by me but lots of other people as
well. I am posting one more time after having tried all the
suggestions I came across on Usenet. I'd really like to hear from
anyone else with this problem even in the future because I don't think
it is going to go away on its own.

This happens on Outlook 2000, Outlook XP, Outlook 2003 on XP SP2 .
Don't know about other versions or operating systems. Only happens on
ADSL connection, not dialup - 2 different ISPs. Others have reported
it on Outlook Express as well. Does *not* happen when sending with
Exchange 2000 on the same connection even with much larger
attachments.

Any email with an attachment over 200K-300K stays in the Outbox
sending over and over.
Tried:
Turned off anti-virus completely.
Adjusted send/receive interval and the server timeout value.

Completely different problem. Mine is email sends repeatedly - this
link is on email won't send at all.

Are you using an antivirus scanner to scan outgoing email?
